EDL is a State Owned Enterprise (SOE) has the objective of promoting economic development in the Lao PDR by providing electric current and related services to consumers by the most economical means, but subject to the requirements place on it. As an autonomous SOE it is required to be profitable and self-financing to meet the lender’s loan covenants and performance targets set by the state.
EDL’s business activities are to search for electrical energy sources, to generate, transmit, sell and purchase electricity both inside and outside the country, to import vehicles, electrical materials and equipment for its use, to invest and participate in joint venture investments for the generation, transmission and sale of electricity, to service, to repair and produce equipment relating to the electrical industry and other subsidiary activities for its sole purpose and for domestic and foreign market sale.

Vision

To be the leading state enterprise in promoting Lao PDR’s socio-economic development through the provision of reliable power supply throughout the country and transforming Lao PDR into one of the major sources of power supply in the ASEAN Power Grid.
Mission

As an autonomous and commercially mandated state enterprise, EDL has the following mission:

  • Ensure sufficient and consistently reliable power to consumers throughout Lao PDR at the most economical cost;
  • Promote and develop sources of power supply giving utmost consideration to preservation of environment and welfare of society and
  • Support the Party and Government policies on industrialization and modernization by becoming a model for a well-managed state enterprise capable of complementing with other national economic sectors.
