Electricite du Laos (EDL) is a state-owned corporation under the Ministry for Energy and Mines which owns and operates the country's main generation, transmission and distribution assets in Lao PDR, and manages electricity imports into its grids and exports from its stations.
EdL also has a project development role and has been the implementing agency for government hydropower power projects and in the case of IPP projects is the Government's shareholder. It has been past practice for EdL to take over from MEM the responsibility for a project once a shareholders' agreement is executed and the project loans are closed.

To be the leading state enterprise in promoting Lao PDR’s socio-economic development through the provision of reliable power supply throughout the country and transforming Lao PDR into one of the major sources of power supply in the ASEAN Power Grid.

Mission

As an autonomous and commercially mandated state enterprise, EDL has the following mission:

  • Ensure sufficient and consistently reliable power to consumers throughout Lao PDR at the most economical cost;
  • Promote and develop sources of power supply giving utmost consideration to preservation of environment and welfare of society and
  • Support the Party and Government policies on industrialization and modernization by becoming a model for a well-managed state enterprise capable of complementing with other national economic sectors.
Historicity Significance:
Electricite du Laos (Edl) is established in 1959 and at the first time, Edl is only a small units of Generations to supply only French Base and a part of central Vientiane. Extension of Edl had started at fiscal 1966-1971, while NamNgum 1 HPP was built and could generated at 30MW.Total construction cost 28 millions US dollars. Under contract of NamNgum Development Fund Agreement 1966,included loans from Germany federation 30.10 millions DM for purchasing machines to runs by fuels, which located at Sokpaluang Training center with power 10 MW and also transmission line construction by the province such as : Thakhek, Luangprabang, Savanakhet, Pakse & in the fiscal 1973-1975 had a rehabilitation of TL in Vientiane Capital.

After our nation had got independence in 1975, Electricity part basic is a small level, whole country had the power only 42 MW. At the central region is NamNgum 30 MW & electrical machine runs by fuels 10 MW to supply electric in Vientiane capital & export to Thailand. In the southern had Xelabam HPP with power 2.04MW to supply in Pakse & in the northern Luangprabang is Namdong Dam with power 0.9MW. In 1975 we can generated electricity approximately 241 millions kWh and had only customers 19,000 families in whole country. In the fiscal 1976-1979 We had got extended the generation power of NamNgum upper from 30MW to 110MW. Total whole country had 122MW. Generations Energy 898 millions kWh per year. In the fiscal 1983-1990, We also had extended the generation power of NamNgum again total 150MW.Total whole country 162MW.Generation Energy 900 millions kWh per year. Especially on 1990 had customers 47,372 families. 1991-1999 there are some Dams was completed such as: Theun - Hinboun HPP in 1998, with 210MW & Edl had got shared 60%.Houy Ho HPP in 1999, with 150MW, Edl had got shared 20%. Extension project of Xelabam HPP from 2.04MW to 5MW, completed in 1994. 115 kV TL project from NamNgum to Luangprabang completed in 1993. SPRE completed in 1993 & PGI in 1998. In the fiscal 2000-2005, there are many projects were completed such as : Namleuk HPP in 2000, with 60MW. Rehabilitation NamNgum HPP from 150MW to 155MW this program finished in 2004. Nammang 3 HPP in 2005 with 40MW, So Edl had responded total 317MW & Generation Energy 1,400 millions kWh per year, custormers 408,206 families. Our planning to extend electric grid in whole country to supply of customers 70% of whole houses hold in domestic of the country in 2010 and 90% in 2020.
